حماية المستهلك.. ابدأ بنفسك

لأنه يعاني من ارتفاع الأسعار والغش والاحتكار وغيرها من الظواهر السلبية؛ فقد أصبح ضروريا أن تنتقل قضية حماية المستهلك في وطننا العربي من مجرد مطالبات بقوانين تسنها السلطات، إلى ثقافة سلوكية ينتهجها المواطن المعني أصلا بالحماية.

وتبدو أهمية ذلك في أن هناك سلبيات عدة تعتري سلوك المستهلك العربي، حتى في ظل وجود قوانين تحميه؛ فكم من مواطن عربي اشترى سلعة دون المطالبة بفاتورة.. وهل فكر أحدنا ذات مرة في إبلاغ السلطات عن حالة غش تعرض لها بعد شرائه منتجا معينا؟ وكم مرة انخدع الناس بسلعة اشتروها رغم أنها لا تساوي شيئا.

نعم.. من المهم وجود قوانين وجمعيات أهلية تلعب دورا في توعية الناس بهذه القضية، ولكن الأهم هو أن يتحرك المواطن من نفسه، ويستفيد من هذه القوانين؛ ليحمي نفسه وأسرته؛ فذلك هو فرض العين عليه عندما يتعامل مع الأسواق، وأول خطوة في هذا الصدد أن يعلم ما هي أبسط حقوقه كمستهلك، التي من أبرزها: سلامة المنتج، والحق في الاختيار، وأن يستمع إليه البائع، وكذلك أن يعلم بأي عيوب في السلعة، بالإضافة إلى حق التعويض عن الأضرار التي يتعرض لها.

سعار استهلاكي

ولعل قضية تمويت المنتجات وإحيائها التي طرحها الملف هي خير مثال على ضرورة الاهتمام بثقافة المستهلك ووعيه؛ فبعض المواطنين في منطقتنا أصيبوا بـ"السعار الاستهلاكي"؛ حيث يشترون دونما تقييم حقيقي لمدى احتياجهم للسلعة المشتراة من عدمه، اللهم إلا بدوافع شخصية محضة أو استكمال لـ"البرستيج الاجتماعي" الذي يستند عليه البعض في تبرير سلوكه الاستهلاكي الشره.

وساعد على نشوء هذا السعار هيمنة النسق الرأسمالي بأدواته الإعلانية والقيمية التي تقوم بخلق الحاجة للسلعة جبرا في نفوس الناس، دونما اعتبار لقواعد العرض والطلب؛ بل لأغراض تجارية ربحية بحتة لا علاقة لها بالاحتياج الإنساني الحقيقي. وفي هذا الصدد من المهم ملاحظة تجذر رأس المال بمعناه الرمزي لا الحقيقي في مجتمعاتنا؛ حيث إن ثمن السلعة لم يعد يقدر بمكوناتها فحسب، وإنما أيضا بالسياق أو المكان الذي توضع فيه ويغوي المستهلك.

ولمواجهة ذلك يرى بعض علماء الدين أن الأداة الأنجع لوقف الشراهة الاستهلاكية هي سيطرة الفرد على حاجاته عبر تدريب نفسه على مقاومة إغراءات السلع، والقناعة بما في يديه.

حماية إلكترونية

ولأن المبدأ الأصلي في حماية المستهلك هو أن يبدأ بنفسه؛ فقد سعى ناشطون غربيون للاستفادة من التواصل السريع على شبكة الإنترنت لصالح مشاركة المستهلك في حماية نفسه ومجتمعه الصغير عبر تناقل الخبرات؛ حيث ظهر ما يسمى بمفهوم "الحماية الإلكترونية للمستهلك"، الذي من خلاله يستطيع المواطن أن يتواصل مع غيره من المستهلكين عبر أدوات "الوب" لينصحهم بشأن اختيار منتج معين وتقييمه، وشن حملات إلكترونية ضد أي غش أو رفع للأسعار دون وجه حق.

وقد لاقت هذه الفكرة تطبيقا بشكل مختلف قليلا في عالمنا العربي؛ حيث شن نشطاء مصريون حملة إلكترونية من خلال الميل وغيره لمقاطعة منتج معين بعدما اعتبروا أن طريقة الإعلان عنه بالتلفزيون تخدش الحياء، كما دشن نشطاء لجنة حقوق المواطن التي تحمي حقوق المستهلك في مصر موقعا إلكترونيا ليوسعوا من قاعدة التأييد لقضية مكافحة احتكار شركتي المحمول.

إن الملف الذي بين أيدينا يسعى لجعل قضية حماية المستهلك ضمن الهموم المعيشية العربية للمواطن العربي، وإن لم يتحرك ليحمي نفسه؛ فلا يلومن ساعتها الحكومات أو المنظمات الأهلية لأنها أهملته أو لأنها انحازت لقضايا على حساب قضايا أخرى.
